Ukraine announced its intention to purchase 20 Gripen E\/F aircraft as a first step following the Letter of Intent signed by Prime Minister Ulf Kristersson and Ukraine\u2019s President Volodymyr Zelensky on 22 October 2025.<\/p>\n\n\n\n
In conjunction with the sale, Sweden will donate up to 16 JAS 39 Gripen C\/D aircraft from the Swedish Armed Forces\u2019 current fleet, together with advanced ammunition. To replace these donated aircraft, new modern Gripen E\/F aircraft will be procured for the Swedish Air Force, in addition to those previously ordered.<\/p>\n\n\n\n
The support package also includes procurement of ammunition, support for innovation and expanded electronic warfare capability to reinforce Ukraine\u2019s air defence.<\/p>\n\n\n\n
This support package is the largest to date and aims to address Ukraine\u2019s most prioritised needs by strengthening its air defence capability.<\/p>\n\n\n\n
Donation of Gripen aircraft and advanced ammunition \u2013 valued at SEK 22.2 billion<\/p>\n\n\n\n
On 22 October 2025, Sweden and Ukraine signed a Letter of Intent (LoI) regarding air defence cooperation. Today, the Government presented an additional amending budget, which requests the Riksdag\u2019s authorisation for the following:<\/p>\n\n\n\n
Entering into an agreement on the sale of up to a division of Gripen E\/F aircraft to Ukraine. Negotiations are ongoing between Sweden\u2019s Defence Materiel Administration and Ukraine, with the goal to conclude an agreement as soon as possible. Delivery of the new systems is estimated to begin before 2030.<\/p>\n\n\n\n
Donating up to 16 JAS 39 Gripen C\/D aircraft from the Swedish Armed Forces\u2019 existing fleet \u2013 corresponding to one division \u2013 provided that Ukraine signs an agreement to purchase Gripen E\/F aircraft. The initial Gripen C\/D aircraft can be expected to be defending Ukraine\u2019s airspace as early as next year. The donation also includes advanced ammunition, which may consist of IRIS-T missiles, advanced medium range air-to-air missiles (AMRAAM) and long-range METEOR air-to-air missiles.<\/p>\n\n\n\n
The donation also includes Swedish support intended for training on and maintenance of the systems. Training of Ukrainian pilots and other personnel can already begin this year.<\/p>\n\n\n\n
Given the Swedish Armed Forces\u2019 expansion and the security situation, it is essential that the materiel included in the proposed donation to Ukraine can be swiftly replaced with corresponding materiel. Funds for replacement procurements of Gripen E\/F for the donated Gripen C\/D aircraft together with advanced ammunition are therefore included in the support package.<\/p>\n\n\n\n
Strengthened air defence and ammunition \u2013 valued at SEK 1.5 billion<\/p>\n\n\n\n
Air defence is Ukraine\u2019s foremost prioritised need.<\/p>\n\n\n\n
The support package also includes:<\/p>\n\n\n\n
Procurement of ammunition, such as long-range artillery ammunition.<\/p>\n\n\n\n
Procurement of electromagnetic warfare systems to strengthen Ukraine\u2019s capability to detect and engage incoming threats to its airspace.<\/p>\n\n\n\n
Support for Ukraine\u2019s long-range capability, including procurement of materiel, technical support and command and control systems.
Innovation initiatives and industry cooperation \u2013 valued at SEK 300 million<\/p>\n\n\n\n
The 22nd support package allocates additional funds to finance innovative products in support of Ukraine, as well as funding to facilitate industry cooperation. Thus far, 14 contracts for demonstrator models and pre-series orders have been signed. Following ongoing evaluations, the intention is for these innovative products to be ordered in series and donated to Ukraine.<\/p>\n\n\n\n
The funds contained in the 22nd support package provide the Defence Materiel Administration with the possibility of financing initial procurements to establish industry cooperation focused on the production of innovative Ukrainian technology in Sweden.<\/p>\n\n\n\n
Support from the Swedish Defence Research Agency \u2013 valued at SEK 100 million<\/p>\n\n\n\n
The support package also includes support from the Swedish Defence Research Agency for projects such as Glimt, a digital platform that can be used for crowd forecasting. These predictions help Ukraine to make decisions, adapt to the international situation and strengthen its defence against Russia. The Swedish Defence Research Agency is also continuing its work on the development of explosives and the positioning of unmanned vehicles.<\/p>\n\n\n\n
Donation to multilateral funds and initiatives in support of Ukraine \u2013 valued at SEK 1 billion
Sweden is appropriating SEK 1 billion to multilateral funds and initiatives in support of Ukraine.<\/p>\n\n\n\n
Support to civil defence \u2013 valued at SEK 100 million<\/p>\n\n\n\n
The support package also includes measures to strengthen Ukraine\u2019s civil defence:<\/p>\n\n\n\n
Training and materiel to Ukrainian voluntary organisations active within health and medical training.<\/p>\n\n\n\n
Procurement of mobile air traffic towers for civilian air traffic control.<\/p>\n\n\n\n
